A letter from my former Cuban Sec’y – Eduardo Morales de los Rios, says: Habana, Oct. 12, 1902. Alexis E. Frye, 1728 Mass. Ave., Cambridge, Mass. – My dear friend: The Board of Sup’ts is now in session …. all the plans drawn under the direction of Lieut.
