Sec’y of War, Elihu Root, wrote to Gen. J.R. Brooke, Gov. of Cuba, about my going to Cuba. Letter also to me (in Boston) says: “Mr. Alexis E. Frye, 52 Pinckney St., Boston, Mass., Sept. 22, 1899 – War Dept, Washington, D.C. – Dear Sir: Referring to your personal call at the Department on the 20th instant, and the papers you left with, reference to your desire to be connected with reference to your desire to be connected with educational work in Cuba and Porto Rico. The Secretary of War directed me to say that he has referred your – papers to Gen’l Brooke, who makes the appointment in connection with the educational establishment in Cuba. Very truly yours, V.L.
