I wired as follows: “Boston, Mass., Sept. 29, 1899. Replying to your telegram (of yesterday) I have the honor to ask whether I shall report in Washington for instructions, await them here, or report immediately to Gen’l Brooke in Cuba. – Alexis E. Frye.” – Answer came back same day: “The Secretary of War requests you to report in Washington first. – V.L. Mason, Private Sec’y.” See Oct. 6, 1899.
